Assistant Director of Project Development & Implementation
Kelsey Moore, MPA, is Assistant Director of Project Development & Implementation. Kelsey provides oversight to several multiyear projects, including Disease Control Priorities Network (DCPN), Access, Bottlenecks, Costs and Equity (ABCE), and the GAVI Full Country Evaluations. She helps manage the ABCE network of collaborators, guiding partners from project inception through dissemination of results in various policy forums. For several of IHME’s primary data collection endeavors, she guides new projects in their survey tool and protocol development and supports field efforts around the world.
Kelsey co-managed the ABCE+ project, which focused on generating evidence on the cost-effectiveness of antiretroviral therapies in India, Uganda, Kenya, and Zambia. She also helps initiate new collaborations, pursue proposals, and facilitate the implementation of new endeavors at IHME.
Before joining IHME in 2009, Kelsey received her master’s degree from the Evans School of Public Affairs at the University of Washington and her bachelor’s from Scripps College.
